Someone threw some soap or detergent into the fountains on the Santa Monica Promenade on Sunday. The kids really liked it. Evenutally, the authorities put caution tape all around the affected fountain. Probably because they didn't know what else was thrown in there. However, that would be true at any time. Hopefully, whatever was making the bubbles was harmless.
